The simple restart for me cleared the issue, and left me happy as larry! Installed Yosemite, Installed Chrome weird part: was WORKING FOR A WHILE (30 min or so), then death. For whatever reason when I installed Sierra it defaulted to three but it was a simple fix. In settings → trackpad, disable all scroll and zoom gestures, then reenable them.
