Go back to the last time your Windows Update did a "critical update" {it sets a restore point when it performs these updates} and restore to that date. It said it was a code 19 problem but I've come to a point where I don't know what to do. Being a member gives you detailed monitoring of your requests. this is the 1st time the upper and lower filters were not the issue.
